County Administrator & Clerk of the Board
The Office of the Administrator and Clerk of the Board of Chosen Freeholders is responsible for the day-to-day operations of both the executive and legislative components of County Government.
Under the direction of the Board of Chosen Freeholders, the County Administrator directs a staff of management, professional and administrative personnel which manage all aspects of County operations. Besides implementing the directives and policies of the Freeholders, strategic planning and policy oversight comprise a significant element of the administrator’s role and his staff.
The Office of the Clerk of the Board of Chosen Freeholders provides all administrative support to the individual Freeholders in their capacity as directors or liaisons to County Departments, Boards, Commissions and Authorities. Preparation of all Freeholder Meeting materials, correspondences, and constituent service are key functions of the office operation. Roxanne Catarcio serves as the Deputy Clerk of the Board and manages the technical and administrative staff within the office.
Stephen O’Connor was appointed the County Administrator and Clerk of the Board of Chosen Freeholders in 2001. Prior to his current position, he was the Deputy County Administrator from 2000 to 2001 and the County's Special Project Consultant from 1997 to 2000.
An employee of the Cape May County Bridge Commission since 1977, Mr. O’Connor was appointed Executive Director in 1991 and still maintains that position in addition to being County Administrator and Clerk of the Board.
Mr. O'Connor received his Bachelor of Arts degree from Stockton State College and his Master of Public Policy degree from Rutgers University.
