Sealed bids for recoating steelwork of the Ocean Drive (County Road No. 619) Bridge over Corsons Inlet (Corsons Inlet Bridge), addressed to Stephen O’Connor, County Administrator, will be received up to 2:00 p.m. prevailing time on behalf of the Cape May County Bridge Commission, on Tuesday, February 5, 2008, at which time they will be publicly opened and read in the William E. Sturm, Jr. Administration Building, 4 Moore Road, Crest Haven Complex, Cape May Court House, New Jersey, for the following project:

RECOATING STEELWORK PROJECT
The work to be performed under this contract consists of the cleaning and recoating of existing exposed superstructure and machinery room components on the Corson’s Inlet Bridge. In addition, work in this contract includes the removal of selected sway frame components, the bolting and shimming of selected existing sway frames, the cleaning and lubricating of pin & hanger assemblies, the furnishing, design and installation of temporary shoring and installation of temporary shoring on an “if and where directed” basis, the restoration of the areas of disturbance; the maintenance and protection of traffic; and all other work incidental to bridge steelwork cleaning and recoating.
Plans, specifications, referenced plans, proposal forms and other bidding documents for the project are on file and may be obtained upon payment of 100.00 per set (Checks shall be made payable to the County of Cape May) at the Office of the County Engineer, County Administration Building, 4 Moore Road, Cape May Court House, NJ 08210 during normal business hours. Documents will not be refunded and contract documents are not required to be returned. The Specifications refer to the New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction, dated 2001, copies of which may be obtained from the New Jersey Department of Transportation.
Bidders are required to comply with the requirements of P.L. 1975, c. 127 (NJAC 17:27) and Chapter 33 of Public Laws of 1977. The Commission reserves the right to reject any or all proposals in whole or in part and to waive such informalities as may be permitted by law.
All bidders are encouraged to attend the pre-bid conference to be conducted by PB Americas, Inc. for this project. The pre-bid conference will be conducted on January 25, 2008 at 10:30 am at the Strathmere end of the bridge. All bidders shall be expected to become fully aware of the access about the site and the project scope and requirements prior to submitting a bid.
Bids must be made on the standard proposal forms in the manner designated therein and as required by the Specifications; must be enclosed in a sealed envelope bearing the name and address of the Bidder and marked "Cape May County Bridge Commission Corsons Inlet Bridge Recoating Steelwork Project" on the outside; and addressed to Stephen O’Connor, County Administrator of the Board, William E. Sturm, Jr. Administration Building, 4 Moore Road, Cape May Court House, NJ 08210; must be accompanied by a cashier’s or certified check or a bid bond for not less that ten (10) percent of the amount bid, but not in excess of $20,000, drawn to the order of the Cape May County Bridge Commission; and delivered to the County Administrator’s offices before the time noted above;

The undersigned Bidder hereby declares that he has read the Contract Documents, has examined and understands the Plans and Specifications, has examined the site and has determined for himself the conditions affecting the work; that he proposes and agrees, if this Proposal is accepted, to provide at his own expense all labor, insurance, superintendence, machinery, plant, equipment, tools, apparatus, appliances and means of construction, and all materials and supplies, to complete, ready for its intended purpose, the entire work and all parts thereof described as included under the Contract herein bid upon, in the manner and time prescribed, including all work incidental thereto or described as incidental thereto, according to the Plans and Specifications and such instructions as the Engineer may give; that he will accept in full payment the sums determined by applying the following unit prices to the final actual quantities of the corresponding items in the approved work, and by adding thereto all lump sum amounts bid for other items, plus or minus any special payment or adjustments provided in the Specifications; and that he understands that the approximate quanti ties herein given are estimates only and are not guaranteed to be exact or total quantities required for the work shown on the Plans or described in the Specifications.

Accompanying this Proposal is a Proposal Guaranty providing for an amount of money which the undersigned agrees to pay as liquidated damages, and not as a penalty, if the Contract is awarded to the undersigned, and the undersigned shall fail to execute and deliver the Contract and the Contract Bond and furnish satisfactory evidence of all required insurance coverage, all within ten (10) calendar days after receiving notice of such award; otherwise, the Proposal Guaranty will be void. It is agreed that the Cape May County Bridge Commission, hereinafter called Commission, may collect such damages in the full amount of money provided for in the Proposal Guaranty. The undersigned understands and agrees that quantities are established and are included only for the purpose of facilitating the uniform comparison of bids submitted. The Commission will not be held responsible if the quantities are not accurate and payment will be made for the actual work performed whether greater or less than the estimated quantities.
