1. immediately prior to departure from the United States was
a) registered to vote or had the qualifications to register to vote in Cape May County; or
b) had the qualifications to register to vote in Cape May County other than attaining the age of 18 years of age and have now attained that age; or
c) would register to vote in Cape May County, but for residence, have the qualifications to register; and
2. does not maintain a residence in the United States and is not registered or qualified to registered to vote elsewhere in the United States; and
3. hold a valid passport or a card of identity and registration issued under authority of the Secretary of State of the United States.
Applications must be received not later than 30 days prior to an election to receive an absentee ballot by air mail, if you would like to receive and vote by fax or email the applications must be received no later than 4 days prior to the election. If you use a Federal Post Card Application and it is received after the 21 day deadline prior to an election you will still receive an absentee ballot then after the election the Cape May County Board of Elections will add you to the registration if the application contains all of the required information.
