NOTICE OF REQUEST FOR PROPOSALS
FOR
2008 LOCAL TRAFFIC SIGNAL SYSTEMS STATUS AND CONDITION SURVEY
 
The County of Cape May is soliciting proposals from qualified firms, or groups of firms, to provide professional traffic engineering services for performing a status and condition survey of all traffic signal systems owned and maintained by either the County of Cape May or the various municipalities of Cape May County (approximately 220 systems). The survey excludes any traffic signal systems owned and/or maintained by State of New Jersey or any other State agency with systems in Cape May County. The Consultant shall determine the approval status of each signal system and conduct a “windshield” physical survey of each system to determine its compliance with the current edition of the Manual on Uniform Traffic Control Devices. All deficiencies shall be listed.
 
Copies of the Request for Proposals can be obtained from the Office of the County Engineer, by sending a facsimile to (609) 465-1418 or by e-mail to countyengineer@co.cape-may.nj.us. Sealed Proposals addressed to Stephen O'Connor, County Administrator, will be received up to 2:00 p.m. prevailing time, on Wednesday November 18, 2008, at which time they will be publicly opened and read in the William E. Sturm Jr. Administration Building, 4 Moore Road, Crest Haven Complex, Cape May Court House, New Jersey, for the following:
 
2008 LOCAL TRAFFIC SIGNAL SYSTEMS STATUS AND CONDITION SURVEY
 
Three (3) copies of the Proposal must be enclosed in a sealed envelope bearing the name and address of the Firm and marked “2008 Local Traffic Signal Systems Status and Condition Survey, Professional Engineering Services Proposal” on the outside; and addressed to Stephen O'Connor, County Administrator of the Board, William E. Sturm, Jr. Administration Building, 4 Moore Road, Cape May Court House, NJ 08210; and delivered to the County Administrator’s offices before the time noted above.
 
The County reserves the right to waive any informalities in and to reject any or all proposals. If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27. The Request for Proposal does not constitute a bid and is intended solely to obtain competitive proposals from which the County may choose a vendor(s) that best meet(s) the County’s needs. It is the County’s intent to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).
 
This project is using federal funds and therefore there is a 15.6% Emerging Small Business Enterprise or Disadvantage Business Enterprise participation goal for the Consultant on the project.
