The Water Quality Management Plan (WQMP) for Cape May County has been prepared by the Cape May County Department of Health and was submitted to the New Jersey Department of Environmental Protection (Department) for approval as an amendment to the existing Cape May County WQMP via the plan amendment procedure (N.J.A.C. 7:15).

The original Cape May County Water Quality Management (208) Plan was derived from Section 208 of the Federal Water Pollution Control Act Amendments of 1972 and subsequent Clean Water Act of 1977.  The Cape May County 208 Plan was approved by the United States Environmental Protection Agency (USEPA) on August 26, 1980.

Since the adoption of the original WQMP, the role of the 208 program has greatly expanded in Cape May County. The 208 program manager is responsible for the development, approval and implementation of:

  • A Regional Wastewater Management Plan
  • The Cape May County (205j) Wellhead Protection Plan
  • The Cape May County Water Conservation Plan
  • The Cape May County (208) Water Quality Management Plan

On June 16, 1994 the New Jersey Department of Environmental Protection issued a Grant Agreement entitled, “Section 205(j)/604(b) Pass Through Grant Program” to the Cape May County Department of Health (CMCHD)  for the editing and updating of the County Water Quality Management Plan. This document has been prepared as a product of the grant agreement to reflect current water quality planning and development considerations.

The 2007 Waste Water Management Plan for Cape May County was submitted for review by NJDEP in September 2007.  Therefore, this plan is not considered approved until such time that the NJDEP agrees to all aspects of the plan.
